Makes the element Inserter navigable from the keyboard the way the WordPress block inserter is: each category is one Tab stop, the arrow keys move between the elements within a category (Home and End jump to its first and last), and Enter or Space inserts. Without it, reaching a lower category means tabbing through every element above it.
