Wires the bottom bar of editor tools (Custom CSS, JavaScript, Dynamic Data, Sense AI and so on) as a keyboard toolbar: one Tab stop with arrow-key navigation, each tool announces whether its panel is open, the shared panel is a labelled group, and locked tools are announced as such. Also wires the Global / Template scope tabs inside the JavaScript and Dynamic Data tools as a vertical tab list.
